Seven Ministries Join Forces! Countdown to 2029 for Retrofitting Obsolete Petrochemical and Chemical Facilities

March 2026 – The Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and

Environment, the Ministry of Emergency Management, the People's Bank of China, the State-owned Assets Supervision and Administration

Commission of the State Council, and the State Administration for Market Regulation jointly issued the Action Plan to Accelerate the Renewal and

Retrofit of Obsolete Facilities in the Petrochemical and Chemical Industry (2026–2029).

The Plan clearly sets the goal that by 2029, all renewal and retrofit tasks for obsolete petrochemical and chemical facilities identified in 2025 shall be

fully completed, while newly identified tasks after 2026 shall progress as scheduled. Safety and environmental risks associated with obsolete facilities

will be significantly reduced, positive results will be achieved in pollution and carbon reduction synergy, and the level of intelligence and green

development will be substantially improved.

The implementation of this policy marks that the safety and green retrofitting of obsolete facilities in the petrochemical and chemical industry has
